| China Pledges Strong North Korea Ties as Wen Meets Kim Jong Il |

China pledged to boost ties with North Korea a day after Kim Jong Il’s regime told visiting Chinese Premier Wen Jiabao of its willingness to resume nuclear disarmament talks. “Neighborly, friendly and cooperative relations have been consolidated and developed through the joint efforts by both sides,” China said today in a statement from Wen and President Hu Jintao marking 60 years of diplomatic relations, according to the official Xinhua News Agency. Ties between the communist neighbors are “conducive to regional peace and security.” Kim, wearing a khaki suit and sunglasses, met Wen with a smile and a hug at the airport yesterday in Pyongyang, according to television footage on Yonhap News agency’s Web site. The North Korean leader, who reportedly suffered a stroke last year, appeared healthy. North Korean premier Kim Yong Il told Wen yesterday the country is willing to denuclearize the Korean peninsula through “bilateral and multilateral dialogues,” the official Korean Central News Agency reported. The comments echo what Kim Jong Il told a visiting Chinese envoy last month. China is North Korea’s largest trading partner and host of the nuclear talks, which also involve South Korea, the U.S., Japan and Russia. North Korea pulled out of the talks in April after the United Nations condemned the country for launching a missile over Japan. Kim’s regime detonated a nuclear device in May, after its first such test in October 2006. ‘Biggest Welcome’ “Greeting Wen Jiabao at the airport is the biggest welcome Kim Jong Il can present and it also shows Kim is ready to offer China a present,” said Paik Hak Soon, director of inter-Korean relations at the Seongnam, South Korea-based Sejong Institute. “A present can only mean at this point returning to the six- party talks.” South Korean Foreign Minister Yu Myung Hwan told lawmakers today in Seoul it remains unclear if the “multilateral dialogues” North Korea mentioned refer to the six-party talks. Wen was accompanied by Foreign Minister Yang Jiechi and Vice Foreign Minister Wu Dawei, China’s top envoy to the so- called six-party talks, Xinhua News Agency reported. The two countries signed “a series of agreements on cooperation,” Xinhua said. The visit “clearly indicates how important the Chinese party and government regard relations with North Korea,” the state’s Rodong Sinmun newspaper said yesterday in a commentary carried by KCNA. “The history of the friendly relations between North Korea and China will continue generation after generation,” it said. Willing to Engage The U.S. is willing to engage North Korea directly to restart the nuclear talks, Deputy Secretary of State James Steinberg said on Sept. 30 in Seoul. North Korea the same day warned its southern neighbor not to interfere, rejecting South Korean President Lee Myung Bak’s offer of a comprehensive reward for giving up nuclear weapons. The communist state said the nuclear issue should be negotiated directly with the U.S. The U.S. is urging private banks in Asia to block illegal financial transactions by North Korea as part of efforts to pressure the communist country to abandon nuclear-weapons development, the Associated Press reported yesterday.
